Contract for services to a Mississippi qualifying vendor to plan and implement a media campaign to promote parents’ awareness of summer nutrition services for low-income children. The selected vendor will use a range of media resources, such as radio spots and mobile advertising, as part of the campaign.

The offeror of this proposal shall provide the following:

  • Media strategy planning and execution for the 2021 USDA Summer Food Service Program. The Program will be publicized throughout the state to increase parents' awareness of more than 750 feeding sites available for all children (multicultural) through age 18 when school is out for summer.
  • Provide media coverage proposal to MDE to include a minimum of two types of coverage (e.g. radio sports, mobile advertising); and
  • Review program information and data (Attachment D) provided by the MDE to determine media coverage locations and saturation for the anticipated date range of May 25 through June 30, 2021.

Total budget for advertisement costs and staff services will not exceed $48,000.

The anticipated initial contract period shall be from when all parties sign through June 30, 2021.

Additional Eligibility Criteria:

The offeror shall provide the following minimum information:
- The name, telephone number, and email address of the offeror, the location of the offeror's principal place of business and, if different, the place of performance of the proposed contract;
- The age of the offeror’s business and average number of employees over a previous period of time, as specified in the Request for Proposal (RFP);
- The abilities, qualifications, and experience of all persons who would be assigned to provide the required services;
- A listing of other contracts under which services similar in scope, size, or discipline to the required services were performed or undertaken within a previous period of time, as specified in the RFP;
- A plan giving as much detail as is practical explaining how the services will be performed;
- Types of media coverage offeror anticipates utilizing, targeting areas of the state with a high percentage of children eligible for free lunch during the school year and low participation in SFSP and the 2020 National School Lunch Program (NSLP) and SFSP Data Sheet to review target areas.

Pre-Application Information:

The deadline for submitting written questions by email is March 25, 2021 at 5:00 PM Central Standard Time (CST). Copies of all questions submitted and the responses will be posted to the MDE's website under the Public Notices section and will be available to the general public on March 30, 2021.

Proposals must be received by 5:00 PM (CST) on April 8, 2021.

Advertisement costs will be billed to the contractor and reimbursed by MDE.

- March 30, 2021: Deadline for program office response to questions and posting to website
